US-South Korea Agreement Outlines Cybersecurity Collaboration Areas

The U.S. Cybersecurity and Infrastructure Security Agency has signed a memorandum of understanding with South Korea’s National Intelligence Service to define the cybersecurity collaboration areas broadly set under a bilateral cyber framework agreed upon in April.

CISA Director Jen Easterly and NIS Deputy Director Baek Jong-wook signed the MOU, which identified sharing cyberthreat information and best practices in cyber crisis management within the identified cooperation areas.

The MOU also calls for the two countries’ respective Computer Emergency Response Teams to conduct regular consultations on technical capabilities to address security threats. In addition, joint U.S.-South Korea training exercises and professional exchanges will be held to share best practices in emerging technologies, including artificial intelligence.

CISA’s agreement with NIS mirrors cooperation arrangements in several other government agencies, including the departments of Homeland Security and Defense.

One recent DOD agreement, called Security of Supply Arrangement, was signed in July during a Defense Technological Industrial Cooperation Committee meeting in Washington between the two countries.

In June, the U.S. Department of State, the FBI and the National Security Agency partnered with the Korean Ministry of Foreign Affairs, National Police Agency and NIS in releasing a cybersecurity advisory on hacking threats from the North Korean group Kimsuky.
