US Navy’s Project Overmatch Partners With Five Eyes Alliance

The U.S. Navy’s Project Overmatch, which focuses on enhancing its warfare communication network, will integrate personnel from the Five Eyes intelligence alliance into its team. The initiative follows the Navy’s recent signing of a formal project arrangement with representatives from Australia, Canada, New Zealand, the United Kingdom and the United States, Naval Information Warfare Systems Command disclosed Tuesday.

Accordin gto a report in the military service’s CHIPS magazine, the agreement underscores the Navy’s commitment to strengthening joint operations, enhancing distributed marine operations and tapping allied innovation for global security. The inclusion of Five Eyes personnel in Project Overmatch is expected to facilitate the development of interoperable systems that support maritime security and allied missions.

Resilient Communication Tools

Rear Adm. Seiko Okano, NAVWAR commander and Project Overmatch program manager, said the collaboration enables the Navy and its coalition partners to work together across the service’s various programs, program executive offices and systems commands, as well as with joint services. 

“Together, we are working to deliver resilient communication tools and decision-making advantages to the hybrid fleet and warfare commanders,” Okano remarked.

Navy’s JADC2 Arm

Launched during a December 2020 Industry Day, Project Overmatch represents the Navy’s contribution to the Pentagon’s Joint All-Domain Command and Control initiative. In late 2021, the Navy established project integration offices to coordinate Overwatch implementation across its entire service branch, including managing the project’s procurement needs.

The Five Eyes agreement marks the first partnership between Project Overmatch and the alliance. The collaboration follows capability demonstrations by NAVWAR at the RIMPAC 2024 exercise, which involved participation from 29 countries and over 25,000 personnel.
