Saudi Arabia’s Royal Commission for Riyadh City has awarded Parsons a $53 million, three-year contract to manage the kingdom’s Main and Ring Roads Program. The project aims to develop 500 kilometers of new and upgraded roads in Saudi Arabia’s capital.
Under the contract, Parsons will oversee construction activities as the program management officer, ensuring smooth traffic flow during construction and meeting the Riyadh’s growth requirements. When completed, the new road network is expected to reduce traffic congestion, improve connectivity within the capital and ensure the city’s readiness for global events, including Expo 2030 and FIFA World Cup 2034.
The initiative also aligns with the country’s Vision 2030 road map, a three-stage master plan to strengthen national identity, grow and diversify the economy, and enhance government effectiveness.

“With Riyadh being the most populated city in Saudi Arabia, the program plays a fundamental role in facilitating the smooth mobility of people and vehicles within the city in the safest and most efficient way possible.”
Parsons also worked with RCRC on the Riyadh Metro mega project, which comprises 176.5 kilometers of modern transportation network with 85 transit stations and seven rail depots. Valued at $27 billion, the metro project is Saudi Arabia’s largest transit capital expenditure program.
Outside the kingdom, Parsons is working on other modernization projects in the Middle East, including developing intelligent traffic systems for the city of Dubai and expanding the Hamad International Airport in Doha.
