Singapore’s Defence Science and Technology Agency has signed a memorandum of understanding with U.S.-based Windward to collaborate on maritime artificial intelligence research and development. Announced during IMDEX Asia 2025, the partnership aims to strengthen the Singapore Armed Forces’ maritime capabilities by leveraging digital technologies and enhancing technical competence through exchange programs and internships.
“Partnering with DSTA is a significant step in our shared commitment to enhancing maritime security through AI,” Windward co-founder and CEO Ami Daniel said in a statement. “Windward’s unique expertise and patented technology will equip DSTA with the tools to not only address current challenges but to proactively address emerging threats, ensuring a safer and more efficient maritime environment.”
Cheng Heng Ngom, DSTA’s group technology officer, added that the partnership reinforces Singapore’s commitment to working with global partners to secure its sea lines of communication.
The partnership with Windward follows other recent collaborations by DSTA. In March, the agency and the Republic of Singapore Air Force partnered with Anduril Industries to explore integrating manned and unmanned systems in warfare. That same month, DSTA reached an agreement with Oracle to provide SAF with access to Oracle Cloud Isolated Region, aiming to accelerate digital transformation and AI deployment in military operations.
