Israeli defense companies Elbit Systems and Rafael Advanced Defense Systems have received a contract to supply European NATO member states with a Naval Decoy Control and Launching System to protect their ships from various adversarial threats.
The electronic warfare solution will integrate Elbit’s DESEAVER MK-4 Countermeasure Dispensing System and Rafael’s passive and active decoy countermeasures. It is capable of firing various decoys from multiple launchers to neutralize simultaneous threats, improving any vessel’s soft-kill anti-missile defense capabilities. With the integrated system, the vessels gain improved survivability in the modern battlefield.
The DESEAVER MK-4 CMDS is an advanced maritime EW solution designed to effectively tackle complex missile attacks. The Rafael portfolio also uses the C-GEM active decoy to counter the most threatening anti-ship missiles.
Awarded under an Elbit-Rafael Advanced joint program, the deal covers the delivery of systems for five vessels and has a four-year performance period.

Elbit also ensures the safety of aircraft. In December 2024, the Israeli firm received a contract to integrate EW and directed infrared countermeasure self-protection suites into a NATO member state’s Embraer C-390 Millenium aircraft and Airbus H225M helicopters.
